Kilts For Men
Do you think one day it will be "OK" for men to wear skirts, not kilts?
Also when using the restromm do you take it off, lift up or pull down ?
Almost certainly yes.
Clothes have always been cultural, there are many cultures today where men wear skirts.
In some parts of the world such as the South Pacific, Indonesia, Africa, Middle East, India, and the Philippians it is common to see men wearing skirts; it's mainly just Western societies which consider a bit unusual.

As for pulling up or down, it depends on the length and type. A dress for example cannot be pulled down, and a long skirt can be too bulky to pull up. Some other girls will have different answers for this though
